I'm in the exact same boat and I discovered there is a way to install the latest compatible app version. I used this method and it worked perfectly for my iPhone 4S running iOS 9. In the meantime, other listeners have shared their workarounds for this this post, and this one. Let's talk music in Community Chat. The older version can be installed by connecting to your iCloud account and reinstalling the backup version. If pandora is not interested in us using their app I guess we should find some other app that wants us as part of their community and will make a version that will work on old or new iPads and iPods.

When I first got it, I was really frustrated because the only reason I bought the thing was to play Pandora for my work, yet when I tried to download Pandora it said that I needed iOS 5. I tried to update my software but it won't go any further. My friend was able to get the option to download an earlier version of Pandora and it worked. Today there was an issue and Pandora said there was something keeping it from playing and I should try to reboot the app. I deleted it but now I can't reinstall it!

If all of this fails, possibly other options like Todoist have the older version of their app that you can access. This is unfortunately not going to help you with this app, as it does not sound like you had downloaded this app prior to this question, but it will help you in the event that you accidentally upgrade an app that will then no longer work with your version of iOS. Download the 'new' app to your computer so that you have 'ownership'. Now, on your phone, go to the app store and attempt to download from the cloud.
You will be told that this version is not compatible and be offered an older version. Accept the offer and you will have a working version on your phone. Don't forget to backup when you are done. I just did this with the Phillips Hue app compatible 8. Basically, you download the app from the App Store in your computer. If the app has an older compatible version available, you should be able to install it.
